We have, as you know, been asked to prepare an interim report on the fall of Hong Kong.

At 1A is a Chapter on the Scorched Earth Policy. The Military and Naval aspects have been completed. wonder if you could complete the sub-paragraph headed Civil Demolition and Denial Schemes. We are particularly interested in the efficacy of any civilian denial schemes, and whether the proposals in the Paper at 1B were carried out.
